Definition:
A form of nickname (used only in a derogatory fashion when calling a person).
Use:
Hey, joulter!
Hey, you!
Derivation:
Difficult, but note Irish 'Seoltair' - a jolter or jobber. Seoltóir éisc - a fish jobber.

Irish 'Seotóir' - a drover and 'Seoltóir bó' - a cattle-drover.

And 'Jolter-head' - a stupid person, a blockhead, an idiot (many English counties).
