Definition: To take one's measure, to size up (figurative sense).
Use: I have him taped all right.
I have taken his measure.
Derivation: Possibly military - taping the lines in advance in the First World War. Or Old English 'Taeppe' (slang) - to sum up. (Concise Oxford Dictionary).
